There is currently underway an unprecedented metamorphosis of the administrative structure in New Delhi with the construction of the Kartavya Bhawan complex by the Central Public Works Department (CPWD) as part of the Central Vista redevelopment initiative. This new construction will be responsible for the replacement of the fragmented and old office infrastructure used by many Union government ministries and their officials who work in places like Shastri Bhawan and Krishi Bhawan.
Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan have all been used as houses for some government departments for many years. Most of the buildings that were erected in the 1950s to 1970s have now become obsolete for modern needs of administration, according to the government. With the establishment of the Common Central Secretariat, the government hopes to concentrate ministries and departments into newly-constructed buildings and avoid the situation where the officials operate from multiple old buildings.
516.1) A New Administrative Hub
Kartavya Bhawan is a proposed modern office block that is being constructed keeping in mind the changing nature of the work of the government. Amongst the many such complexes that have been approved, one of them called Kartavya Bhavan-03 would occupy an area of about 1.5 lakh sq meters with two basements and seven floors that include the ground floor as well as six upper floors. It has been planned for the establishment of several departments, such as the Ministries of Home Affairs, External Affairs, Rural Development, MSME, Petroleum and Natural Gas, as well as the Department of Personnel and Training.
The ultimate aim is not only to build new office blocks but also to change the way central government departments operate. It is believed that by bringing similar departments close together, coordination can be improved.
516.2) Technology at the Core
Kartavya Bhawan has been designed keeping in view the technological aspects of its administration. The planned infrastructural features consist of IT-enabled workstations, card-based entry and exit system, integrated surveillance and a centralized command control system. All these features have been included to make sure the administration functions in a digital manner.
The overall planning of Kartavya Bhawan development shows the importance of sustainability for its future. The buildings have incorporated features like solar panels on their rooftops, solar water heaters, rainwater harvesting, advanced HVAC systems, and energy efficient building components. The government has revealed that Kartavya Bhavan-03 has aimed for achieving GRIHA-4 rating.
516.3) Focus on Energy and Water Efficiency
Environmentally friendly factors constitute yet another essential element in the project. Kartavya Bhavan-03 is meant to be much more energy efficient through the inclusion of energy-efficient features like double-glazed facades, energy efficient LED lights, sensors, efficient lifts and energy management systems. The solar roof top power plant would be able to produce more than 5.34 lakh units of power per annum whereas solar water heaters would be providing substantial quantities of heated water on a daily basis.
It is designed to be a Zero Discharge campus wherein the treated water from the wastewater system would be recycled for various purposes. Moreover, recycled building waste would also be included in construction works such as masonry and paving blocks.
516.4) More Than a Change of Buildings
While the replacement of old structures like Shastri Bhawan and Krishi Bhawan by new Common Central Secretariat buildings marks a change in Delhi's administrative infrastructure, Kartavya Bhawan aims at making government offices more up-to-date and technologically advanced.
In addition, this transformation is a part of the wider development of the Central Vista region. Kartavya Bhavan-03 was officially opened in August 2025, whereas Kartavya Bhavan-1 and 2 opened in February 2026 and are currently home to several ministries.
Thus, the infrastructure project can be viewed as an attempt to move the machinery of India's central administration from aged and scattered office buildings to technologically advanced and eco-friendly integrated workplaces. As for Delhi, this change goes beyond architecture; it is changing the physical environment where a large part of the nation's central administration functions.
