With the approval of Karnataka Marine Biotechnology Policy 2026-2031, Karnataka is poised to make its coastline into a catalyst of scientific advancement and economic development. Passed in September 2026, by the state cabinet, the five-year plan aims at boosting marine studies, promoting biotechnology-related industries and making Karnataka’s Blue Bioeconomy grow through the use of marine resources sustainably.
The policy has been adopted with a budget allocation of ₹120 crore and a remarkable economic goal of increasing Karnataka’s Blue Bioeconomy to US$6-8 billion by 2031 from US$2 billion. The plan centers on going above and beyond traditional practices along the coast and working towards generating products and technology from marine organisms and seaweeds.
513.1) Building a Marine Biotechnology Ecosystem
One of the key recommendations includes setting up the Karnataka Institute of Marine Biotechnology and Blue Economy (KIMBE). The proposed institution will act as a research and innovation anchor and support technologies and their commercialization. Areas of planned research activities include genomics, molecular biology, microbiology, bioinformatics, fermentation, marine bioprocessing, and bioprospecting.
Another recommendation by the policy includes the creation of Marine Biotechnology Zones. It is expected that such zones would provide research and manufacturing infrastructure, test facilities, logistics, and “plug-and-play” facilities for the companies. This can be seen as a way to bridge the gap between the laboratory research and manufacturing.
513.2) Seaweed: From Coastal Resource to High-Value Product
This particular product is especially significant in relation to the policy. It is planned to launch SVA-PLI or Seaweed Value Addition – Production Linked Incentive for promoting industries working with high value-added seaweeds.
The potential use can involve nutraceuticals, bio fertilizers, biostimulants, biomaterials, bioplastics, biochemicals and biofuels. This would offer not only an opportunity to promote biotechnology enterprises but also benefit from cultivation, processing and supply chains of coastal populations.
Furthermore, the focus on seaweed is also related to the larger-scale development of marine biotechnology in India. Thus, the Department of Biotechnology has defined futuristic marine biotechnology as one of the priorities of the Indian BioE3 policy in terms of seaweed cultivation and value-added products.
513.3) Research, Startups and Blue Carbon
The other key element of this policy proposal is the Marine Bioinnovation and Startup Incubation Center. This element is meant to facilitate prototyping and validation of technologies for commercialization purposes. Through collaboration among researchers, startups, investors, and industries, the policy seeks to enhance the transition from scientific discoveries to marketable products.
This policy proposal also takes into account the issue of environmental sustainability by way of the proposed Blue Carbon Certification Program. This program is meant to measure and certify carbon capture in relation to seaweed farming as well as any other acceptable coastal ecosystem.
513.4) Jobs and Coastal Development
The government expects this initiative to generate about 2,500 skilled technical jobs and approximately 7,500 jobs in coastal enterprises.
Therefore, for Karnataka, marine biotechnology is more than just a research endeavor. It is a strategy through which an attempt is being made to integrate all these elements: science, entrepreneurship, manufacturing, and coastal livelihoods.
Karnataka, with its marine biodiversity, research facilities, and biotechnology skills, is trying to bridge the gap between its labs and its coast. If it is implemented successfully, then this policy from 2026 to 2031 can prove to be instrumental in turning the marine biological wealth of the country into pharmaceuticals, nutraceuticals, biomaterials, agriculture, and other useful industrial products.
