Was the D'Arcy Concession Beneficial or Harmful? Understanding One of History’s Most Controversial Oil Deals



The D'Arcy Concession is one of the most significant agreements in the history of the global oil industry. Signed in 1901 between the Persian government and a British entrepreneur, the deal changed the economic future of the region and played a major role in shaping modern geopolitics in the Middle East.

But historians still debate a key question: Was the D'Arcy Concession beneficial or harmful?

What Was the D'Arcy Concession?

The D'Arcy Concession was an agreement signed in 1901 between the ruler of Persia (modern-day Iran) and British businessman William Knox D'Arcy.

Under this agreement:

  • D'Arcy received the exclusive right to search for oil in most of Persia

  • The concession was granted for 60 years

  • Persia received a small upfront payment, shares, and a percentage of profits

At the time, Persia was financially weak and struggling with economic instability, which made such foreign deals attractive to the ruling government.

This agreement eventually led to the discovery of massive oil reserves in 1908, which later resulted in the creation of the Anglo-Persian Oil Company, a company that would later evolve into the global energy giant BP.

The concession gave a foreign businessman control over most of the country’s oil exploration rights for decades. Many people viewed this as a loss of national sovereignty.

Decades later, these tensions contributed to major historical events, including efforts to nationalize the oil industry and ongoing disputes between Iran and Western powers.

India Reaffirms Its Claim Over Shaksgam Valley: Strategic, Legal and Geopolitical Significance

The Shaksgam Valley, a strategically significant area in Jammu and Kashmir's trans-Karakoram region, is once again under Indian sovereignty. The claim comes after China and Pakistan's territorial alignments and infrastructural development in the region have received more geopolitical attention. India's position draws attention to the historical illegality of Pakistan's rule over the valley as well as the wider ramifications for border security, international law, and regional stability.



260.1) What is the Shaksgam Valley?

North of the Siachen Glacier, the Shaksgam Valley, also called the Trans-Karakoram Tract, is roughly 5,180 square kilometres in size. It has borders with Pakistan-occupied Gilgit-Baltistan and China's Xinjiang region.

The valley was historically a part of Jammu and Kashmir, a former princely state that formally joined India in 1947. However, as part of the Sino-Pakistan Boundary Agreement, Pakistan gave over the valley to China in 1963. India has repeatedly deemed this to be unlawful since Pakistan lacked the sovereign right to transfer Indian territory.

The Shaksgam Valley is still an essential component of the Union Territory of Ladakh; Pakistan cannot lawfully negotiate on Indian territory; and the 1963 Sino-Pakistan agreement is illegal under international law.

The 1947 Instrument of Accession and the 1994 Indian Parliament decision, which proclaimed Pakistan-occupied regions to be integral portions of India, both support this stance.
