UPSC at 100: A Century of Service, Merit and Nation-Building

One of India's most prestigious bodies in terms of recruitment into the higher civil services of the country, the Union Public Service Commission (UPSC) has achieved a great milestone in its history by completing 100 years. The Centenary celebrations, named ‘Manthan,’ have been conducted at Bharat Mandapam in New Delhi. The event was attended by several distinguished guests, public servants, policy makers and others who came together to celebrate the contributions made by this body towards the development of the country. Prime Minister Narendra Modi has been one of those to grace the event with his presence.


Since the inception of UPSC a hundred years back, it has been playing an important role in selecting individuals to take up very significant roles in the public administration.


524.1) A Century of Institutional Evolution

The formation of the UPSC has its roots in the creation of the Public Service Commission in 1926. Thereafter, the institution grew in tandem with the constitutional and administrative development of India. After India’s Independence, the Federal Public Service Commission was reconstituted as the Union Public Service Commission through the Indian Constitution.

Given the constitutional standing of the UPSC, the body plays a very significant role in ensuring that high standards of merit and propriety are maintained in recruiting for public service. The examinations conducted by the UPSC, especially the Civil Services Examination, are attended by lakhs of applicants every year. The stiff competition in these examinations mirrors the hopes of aspiring Indians who seek to work for their country.

In this context, the centenary celebration of the UPSC signifies much more than just another birthday. It provides the perfect occasion to reflect on how public recruitment has developed over the last century and how it needs to develop in response to a changing India.

Theme: "Manthan" which means "deliberation" or "deep thinking" perfectly encapsulates the essence of the celebration of centenary year. It offers a chance to reflect upon the institutional history of UPSC in light of future challenges and aspirations.

Public administration in its current form is very different from the way it was when UPSC was in its early years. Digital governance, artificial intelligence, climate change, cybersecurity, urbanization, technological transformation and many more are some of the major aspects that have brought a change in the role of a civil servant.

Thus, the coming generation of civil servants would need to be equipped with knowledge as well as flexibility, ethics, technology and social knowledge of India.


524.3) PM Modi’s Presence Adds Significance

The presence of Prime Minister Narendra Modi during the Bharat Mandapam event underscored the significance of the UPSC and the entire civil services scheme. The occasion also offered an opportunity to deliberate on the new responsibilities of the public institutions and public servants in the current times.

The centenary celebration marks the fact that the civil services have a connection to the citizenry. Whether it is executing the schemes of the government or ensuring public safety or disaster management, the administrators operate on various levels of governance and affect the lives of people directly.

As UPSC approaches the second century of its existence, its path will be inevitably influenced by the technological changes and emerging expectations. In addition, the basic values connected with public recruitment, such as meritocracy, fairness, integrity, and public service, remain essential in the role of the organization.

Thus, the “Manthan” celebrations at Bharat Mandapam represent both reminiscence and renewal. Having a hundred-year-long legacy of public service recruitment, the following century will require constant reflection and adaptability.

Thus, the centenary of the UPSC becomes not only the celebration of the past history of the organization. On the contrary, it is the invitation to envision the future of India’s public administration where competent, moral, and dedicated public servants will have a chance to successfully address the challenges and opportunities of the new age.

Thus, from 1926 to India of the 21st century, the century-long history of UPSC is an illustration of the story of the evolution of the Indian governance system. The “Manthan” celebrations become both a milestone and the beginning of a new chapter in this history.
