Famed engineer, educational reformer, and environmentalist Sonam Wangchuk has emerged once again as the face of a nationwide movement, this time through an indefinite hunger strike to press the Cockroach Janta Party (CJP) and their mission for demanding accountability regarding alleged leakages of examination papers. With the momentum building up at Delhi’s Jantar Mantar for the protest, the fasting undertaken by Wangchuk became a highly publicized civil rights movement in the country.
Sonam Wangchuk, well-known for his path-breaking efforts in the fields of education and sustainability in the region of Ladakh, started a hunger strike on June 28. The core of the agitation is the demand for the resignation of Union Education Minister Dharmendra Pradhan, with the protesters asserting that repeated allegations of examination malpractice have damaged the reputation of the education system in India. The CJP has further demanded transparency and accountability in institutions along with reforms which can safeguard the interests of students in case of examination failures.
As days went on, the hunger strike evolved into an icon of non-violent democratic resistance. Information provided via medical bulletins regarding Wangchuk’s health status during the strike showed that his health deteriorated, as he lost substantial weight and was dehydrated, with risks of health complications emerging due to long-term fasting. Appeals from political leaders, supporters, and ordinary citizens of India for Wangchuk to stop the hunger strike were rejected on the grounds that ending it without a proper reaction from the government would defeat its goal. However, Wangchuk encouraged Indian citizens to take part in a peaceful “Sansad Chalo” (March to Parliament) to be held on July 20, which coincides with the start of the Monsoon Session of Parliament.
The protest event caught the attention of the judicial system. A Public Interest Litigation (PIL) case was filed at the Delhi High Court requesting medical help in order to save Wangchuk's life. Wangchuk’s health was ordered to be examined daily by government doctors, and any medical aid was to be provided if deemed necessary according to the opinion of a doctor.
The issue worsened further when the health condition of Wangchuk deteriorated owing to starvation for over three weeks. He was moved to the hospital against his will under a medically backed court decision because of dehydration and the fear of complications due to which the movement got a new lease of life with further protests by his supporters. As far as the authorities were concerned, they were firm that it was purely a medical case. In addition, the founder of the CJP, Abhijeet Dipke, declared that he will join Wangchuk in fasting for the sake of the movement.
One of the important features of this movement has been that Wangchuk has found massive backing from civil society groups and the internet platform. Although people might have different views about the CJP and the politics behind it, most of Wangchuk's supporters view it as a struggle for systemic change. It may be said that Wangchuk, himself, is quite clear on this matter that he supports the movement owing to issues related to education and democracy.
The protest has also revived the debate on the use of nonviolent civil disobedience in a democratic society. Hunger strikes have always been a strong tool for moral persuasion in India in order to highlight any grievances faced by the people. The decision taken by Wangchuk is an instance of that, but it brings out the contemporary issues of educational administration and accountability. Opinions in editorials and other forums have also expressed the view that long hunger strikes put pressure on protesters as well as governments and therefore make dialogue essential.
In the meantime, preparations for the planned march to Parliament led to increased security in the national capital city. In anticipation of huge crowds, Delhi Police has stepped up surveillance, put barricades, and increased personnel in preparation of the march. The march has been called a peaceful protest and has been planned to persuade the members of Parliament to discuss the concerns of the movement during the Monsoon Session.
Despite their differences in politics, the hunger strike of Sonam Wangchuk has managed to bring into focus issues regarding education accountability, the purity of exams, and democracy. The sacrifice of Sonam Wangchuk by risking his life has brought into the limelight issues that affect millions of people across India. What is certain is that the struggle has not yet been able to meet its goals but what is for sure is that it has proved the strength of peaceful protest.
The Government of the Union has maintained that charges relating to examination irregularities would be sorted out via legal and administrative processes. According to the officials, departments entrusted with the task of investigation in paper leak cases have been instructed to thoroughly investigate and guilty persons will face severe legal consequences. In relation to steps taken in the recent past to ensure security of examinations, the government has made it clear that apart from increased monitoring of computers, there have been steps taken in question paper management and legislations in this regard.
Coming to Sonam Wangchuk's fast unto death, the government has pointed out that while it respects the fundamental right of the citizenry to protest peacefully, it has a duty to protect the health and lives of its citizens. As per the government, the transfer of Mr. Wangchuk to hospital was only done on medical grounds since doctors have advised so due to worsening of his health condition.
Government officials have also maintained that certain policy issues relating to educational reforms need to be discussed in institutions through proper parliamentary procedure and not by succumbing to public pressure. They have maintained their resolve to improve transparency and accountability in the exam system and called upon all concerned stakeholders to engage in constructive dialogue in the context of the Constitution.
In any case, this is reflective of the problems related to the balance between democratic dissent and governance. Where protesters demand immediate political accountability and changes, the government maintains that proper process, investigation, and institutional procedures alone are the right way to address these grievances.
