As we know that our Prime minister Shri
Narendra Modi ji launched Swachha Bharat Mission on 2 October 2014. One of its
primary aims was to make rural Bharat neat and clean in every perspective. He was keeping his eye on rural India for the
past few decades . He saw that the main problem was defecation in village areas. Men and women were going outside for open defecation. He tried to make Bharat ODF free and
approximately all village households were declared Open defecation free. 12
crore plus toilets were made and this Mission was one of the most successful
missions of the present government. But every bureaucrat knows that the real
problem will start after making the toilet. Because in rural areas the faecal
waste is kept in sceptic tanks and pits which serve as the primary form of
containment of this waste. The problem becomes very worse when these tanks and
pits are not made in the proper way. The faecal waste leakage happens and it
mixes with Ground water which contaminated it. Seeing this as a major problem,
the government launched Swachha Bharat Mission - Gramin phase 2 with its
focus on ODF plus. The ODF plus ensures the Sustainable outcomes through
proper solid and liquid waste management. Since October 2025, 5.68 lakh + villages have been declared ODF+. But
a proper urban and rural partnership is required for proper waste management.
The Maharashtra state came up with an innovative idea for urban-rural
partnership. This state invested in 200
faecal sludge treatment plants in urban areas and encouraged co-treatment in 41
sewage treatment plants . But this investment was seen in urban areas only. After some time, the city of Satara (MH). It is one of the best cities where
proper waste treatment is done. It made a faecal sludge treatment plant whose
capacity was 65 Kilo Liters per day. But this plant was running beyond its
capacity. Four new villages named Jakatwadi, Songaon, Kodoli, Deogaon were
added to meet its capacity expectations. Satara Municipal Corporation and
Satara Panchayat Samiti decided that a private service provider will be
appointed for this waste management. But
tanks and labourers will be provided by SMC and SPS. This service provider will
give a report every five years. The cost will be recovered via sanitation tax
which will be imposed by Gram Panchayats. But we know that every village
cannot be connected with the City for its proper waste management. The villages need an independent waste
management system like Mayani , a large village in the Khatav Taluka. In this
village, there was a huge demand for
proper desludging services. So, its representatives introduced scheduled
desludging every five to seven years, which will be done by private service
providers or local self help groups. The government saw it as a successful
model for Bharat and this village was elected for SBM-G plus initiative. A proper waste treatment Plant was made there
and 80 more villages were added. This is the best example of India where the
intention of a village Panchayat showed
way to India. This model is required all over India .
If proper waste management is done, we
will see our Bharat as Swachha Bharat!
